| Qualification | B.E. / B. Tech. / MCA. 15 plus years of experience in IT project management and implementation roles. a)Should have handled at least three large end to end e-Gov projects. b) Some experience in implementation of projects using emerging technologies like AI / ML in Government is desirable. b) Experience of working in Government IT projects is essential. c) Experience of handling m-Governance projects in Government is desirable. d) Should have demonstrated original thinking in some previous IT projects handled. e) Should be able to guide the SeMT and PMU teams in the following areas. 1. Preparation of concept notes, DPRs and RFPs. 2. Preparation of IT Roadmap for the departments 3. Offering IT consulting services to various departments in terms of Requirement Analysis, BPR, High Level Solution Design. 4. Bid Process Management 5. Program / Project Monitoring and Evaluation 6. Impact Analysis of eGov projects 7. Assist the IT Department in the formulation of IT Policy Frameworks 8. Good understanding and experience in provisioning the Hardware infrastructure, Networking and communications . Help the departments to adopt cloud. |

| Job Responsibilities | The objective of this job is to assist the State IT / e-Governance Department in overall management of the e-Governance mission of the State. The job holder shall oversee the functioning of the SeMT team comprising professionals from the domains of Program Management, Finance, Technology and Change Management etc. He / She would work closely with the State IT / e-Governance Department, the designated State Nodal Agency and NeGD for successful implementation of e-Governance programmes of the State. The Head SeMT will report to the State IT / e-Governance Secretary / the designated State Nodal agency, where the SeMT is placed, with a dotted line reporting to the President & CEO, NeGD. |
